TAHAL's Engineering Division comprises three major departments:

Design Department: water supply systems; integrated systems (roads and earthworks, water and wastewater, management and supervision, statutory planning); dams and drainage works; support services (specifications and engineering estimates, geotechnical engineering, structural engineering, procurement).

Water Resources and Planning Department: conceptual planning (water resources and master plan management, water supply networks and municipal master plans, agricultural planning); surface and groundwater hydrology; economic analyses; information systems and GIS.

Process Facilities Department: electromechanical engineering (electricity, instrumentation and control, pumping stations, cathodic protection, equipment specifications); gas, oil and industry; desalination; environmental protection.
