Residential Water Saving Program

Project Information: The program comprises two major tracks that are intended to support one another in order to achieve the optimal level of water saving. One track involves the implementation of various technological/technical measures in apartments and houses, as well as in private gardens. The second track involves major educational and public participation programs spearheaded by the Israeli Society for the Protection of Nature.

The pilot program is accompanied by a widespread campaign to inform and educate the public, aimed at creating a long-term impact on public behaviour vis-à-vis domestic water consumption. The preparations for the pilot program include a national survey of public awareness with respect to domestic water saving, with the findings indicating a lack of appreciation on the part of the public at large of the extent of water scarcity in the country.

As the pilot program is oriented to the saving of water in residential houses, infrastructure management systems and water pressures in the local networks were also examined. TAHAL invested considerable resources to examine the pressures in the communities' neighbourhoods and it was found that the maintenance of optimal pressures in the system can benefit both parties: the local authority by reducing losses, preventing wastage of energy and preserving the pipelines in good condition; and the residents by potentially reducing their consumption of water.

Whereas water saving programs have in the past been traditionally handled by the government, backed by national budgets and means, the present program took the form of a national bid in which private companies competed, risking their own financial resources, as remuneration would depend on the amount of water saved in the current year in the specific local authorities relative to a base year and to the average volume of water saved on the national level.
