TAHAL has accompanied Israel's economic development since the 1950s. Whereas initially it provided solutions to the problems of the growing state, it later turned its attention to the needs of developing countries in Asia, Africa and Latin America.

It thus acquired skills uniquely suited to developing societies, while it also began to apply sophisticated technologies for use in highly industrialized countries.
